Can under-18s join a Cannabis Social Club?
No. Cannabis associations may only have members who have reached 18 (section 16(1) KCanG). Anyone younger cannot become a member. The enclosed premises are also off-limits to persons under 18: under section 23(1) KCanG, cannabis associations may not grant them access. This article explains the rules and shows where younger people can find information.
The minimum age of 18
Section 16(1) KCanG sets the minimum age for membership. It applies to all cannabis associations. At admission, under section 16(4), the person must prove by an official photo ID or other suitable official documents that they have reached 18 and have a residence or habitual abode in Germany.
In cannabis associations, cannabis may be cultivated communally only by members under section 17(1), and supply takes place between members under section 19(2), with strict checks of age and membership at every handover. Anyone who may not be a member therefore also has no access to supply.
Why access is regulated too
Protection does not end with membership. Under section 23(1) KCanG, cannabis associations may not grant persons who have not yet reached 18 access to their enclosed premises. Anyone under 18 should therefore not travel there as a guest, even if friends are members there. The club is obliged to refuse access.
What applies to young adults aged 18 to 21
From 18 you may become a member. Young adults are, under section 1(2) of the Juvenile Courts Act (JGG), persons who were 18 but not yet 21 at the time of the offence. For them, stricter supply limits apply: a cannabis association may supply no more than 25 grams per day and no more than 30 grams per calendar month, and the THC content may not exceed 10 percent (section 19(3) KCanG). For members aged 21 and over, the limits are 25 grams per day and 50 grams per calendar month.
What younger people can do
Anyone under 18 who is interested in cannabis can find information on effects, risks and the law on cannabispraevention.de, run by the BIÖG. If you have problems with use, an addiction counselling service that also works with young people can help. The Sucht & Drogen Hotline of the BIÖG can be reached on 01806 313031. School social workers and trusted teachers can also be first points of contact.
Health: why age matters
According to cannabispraevention.de, the risks of cannabis for young people are particularly high because THC disrupts maturation processes in the brain. In the worst case, school or vocational qualifications are at risk, because memory works much worse. Membership of a club from 18 is possible, but it does not change these risks.
Prevention in conversation
Parents can discuss with young people that a club is not a place for minors. Anyone who speaks openly about the age limit does not need to argue about bans and can explain the reasons. An overview of all age limits is available in the youth protection area.
- Know the minimum age of 18 and do not try to get around it.
- Enter the grounds of a cannabis association only from age 18.
- Seek counselling early if you have problems with cannabis.
How clubs check age
A club must have proof of age before it confirms a membership (section 16(4) KCanG). It requires proof even when the person looks older. At every handover of cannabis, it checks age and membership again by presenting the membership card together with an official photo ID (section 19(2) sentence 2 KCanG). More on this is in the guide How do cannabis associations check minimum age?
For parents and educators, this means that anyone who wants to accompany a young person to a club appointment should know that the grounds are off-limits to minors.
What clubs should observe day to day
A club that wants to keep young people away needs clear rules for admission, visits and the grounds. Anyone who becomes a member should know that friends under 18 may not enter the grounds. This also applies to visits out of curiosity. If a member realises they have brought along a person under 18, they should report this to the club immediately.
